Road Test Qualifications for Teens and Adults

Graduated Driver’s License (GDL) Program

Improve your driving skills over time in lower-risk environments.

Phase One (Learner License or Permit)

Requires individuals under 18 to hold a valid learner license or minor restricted driver’s license for at least six months before they can obtain a provisional Class A, B, or C driver’s license. There is no minimum duration for holding a restricted motorcycle or moped license before applying for a Class M license. Individuals transferring a valid out-of-state learner license who have not completed a teen driver education course will be issued a Texas learner license. This license must be held for six months or until the individual turns 18, whichever comes first. If the learner's license is suspended, the six-month period is extended by the suspension duration. Phase One does not apply to Class M or MRDL holders.

Phase Two (Provisional License)

Applies to individuals who have held a valid learner or hardship license for at least six months, are 16 years or older, and have completed both the classroom and behind-the-wheel portions of driver education. Once eligible, they can take the driving test for their provisional license and advance to Phase Two of the Graduated Driver License Program. The provisional license allows the holder to drive, but with certain restrictions: no more than one passenger under the age of 21 (unless a family member), and no driving between midnight and 5:00 a.m. unless for work, school activities, or emergencies. Additionally, individuals under 18 are prohibited from using wireless communication devices while driving, except in emergencies.
